3.6 Open order rules – Handling duplicate orders

You may place multiple GEA-FTTP provide orders at the same premises at the same time. Our system will not reject these orders so it is important that you avoid placing multiple orders if you don’t intend to do this.

There are certain exceptions to the handling of duplicate orders: where there are aspects of conflict between two orders (such as if you attempt to transfer an order, but there’s already a cease order on the same service) then the second order that generates the conflict will be rejected.

• If any open Standard Cease or Managed Cease order is found on the losing asset at the time of FTTP order placement, the FTTP migration order will be rejected.

Note: This is a deviation from SOGEA implementation where Openreach tries to align CCD of the SOGEA migration order with open Cease or Managed Cease future dated CCD whereas if SOGEA migration CCD was future dated than open Cease or Managed Cease, SOGEA migration order is rejected. This deviation was discussed and agreed with product line and Ofcom representatives due to the complexities involved in the FTTP L2C journey.

Here is a summary to compare the open order rules between SOGEA and FTTP migration journeys.

The CRD of the migration order in such cases will be aligned to the CCD of the cease order. 1) If an appointment for the migration order is available on the same date (as the Cease CCD), the order will be accepted and the Standard Cease will be cancelled at order entry of the migration order. 2) If an appointment is not available, the migration order will be rejected. Migration to SOGEA from WLR3 / MPF + Broadband (GEA-FTTC or SMPF) (standard cease placed on broadband order alone)
5	If a WLR3/MPF to SOGEA migration order is received with later CRD than existing open Standard Cease order CRD then SOGEA migration order will be rejected.	Aligned with SOGEA FTTP migration will be rejected.	Aligned with SOGEA FTTP migration will be rejected.
6	If a WLR3/MPF to SOGEA migration order is received with earlier or equal CRD than existing Standard Cease order CRD then SOGEA migration order will be accepted.
