This briefing is for all, LLU, WLR and NGA Communications Providers (CPs).

This briefing is to notify CPs about a special offer on GEA-FTTP in Fibre Cities, where connection and rental discounts are available within a limited footprint (minimum 10,000 premises and up to 500,000 premises), chosen by the CP in a maximum of four conurbations.

CPs must inform Openreach no later than 30 June 2020, if they wish to participate in the offer. In order to be eligible for discounts CPs must commit to (i) having GEA Cablelinks in place or on order in the areas that they select, (ii) a minimum ARPU of £16.28 across the offer term, and (iii) demonstrating that they are carrying out local marketing activities in the selected areas. Openreach will share regular information on GEA-FTTP rollout in order to help CPs with planning and marketing activities. Full T&Cs are available on request.

The Connection offer pricing for Data Products Variant in the selected areas will be as follows:

a.  New to Openreach network (NTN)* connected in the first 12 months from the Trigger Point^ will be free for the following services:

Up to 40Mbit/s / 10Mbit/s

Up to 40Mbit/s / 10Mbit/s where GEA FTTC 40/10 is not available

Up to 80Mbit/s / 20Mbit/s

Up to 115Mbit/s / 20Mbit/s

Up to 160Mbit/s / 30Mbit/s

Up to 330Mbit/s / 50Mbit/s

Up to 550Mbit/s / 75Mbit/s

b.  Non-NTN* connected in the first 6 months from the Trigger Point^ will be free for the following services:

Up to 115Mbit/s / 20Mbit/s

c.  Non-NTN* connected in months 7 to 12 from the Trigger Point^ will be 50% of GEA-FTTP list prices for the following services:

* New to Openreach Network or NTN means a premises where there has been no active service on the relevant line at any point in the last three months prior to the date of an order being placed.

^ Trigger Point is defined in the full T&Cs as no later than 30 September 2021 and the later of: (i) the date that Premises are released per the Communications Provider's Roll-out Plan following the Communications Provider's nomination; and (ii) the date that Openreach declares the Primary Service as 'ready for service' at a Premises.

The Annual Rental offer pricing for Data Products Variant in the selected areas will be as follows:
