WLR3 Premium


Business customers know a good thing when they see it which is why they choose a WLR Premium line - it makes business sense.

The WLR3 PSTN premium product has been re-launched. Enhancements include additional in tariff features and offers business focused appointment services at a reduced rate.

WLR3 PSTN Premium has been designed to meet the needs of business customers and features 5 product enhancements:

In Tariff:

1.Business 2 Plus: A Service Maintenance Level (SML) that offers that provides a higher on the day priority for your fault including Saturdays, which means the Openreach engineers will be focused on your business needs to restore service at the earliest opportunity.

2.Premium Business Helpdesk: Open Monday to Saturday 8am-6pm. This will include a dedicated team, based in the UK, to handle both provision and repair complex queries on a case by case basis for all Business 2 Plus, care level 3 and 4 customers.

3.Smart divert: Staying connected is important and Smart Divert is a call diversion product that enables just that. Offering increased functionality to help keep businesses in touch with customers and suppliers - thereby supporting business continuity needs.

4.More Focused Appointments (MFA) (Mon-Fri): Offering an engineer arrival on site either between 10:00 and 12:00 or between 14:00 and 16:00.

5.Named Engineer (Mon-Fri): Offering the facility for customers to request the name of the engineer that will attend site 48 hours in advance of the appointment - especially useful where a site is sensitive/secure.

The Premium product also offers other business features which include, multiline line aux working (multiple lines on the same number), lines that require a network termination point (NTTP) which provides the ability to connect the lines to a phone system

The Premium re-launch: Features a glance

Events and exhibitions

Temporary fixed lines for any event or exhibition must always be ordered through a Communications Provider. Openreach delivers and maintains those lines up to the last fixed network termination point.

Onward extension wiring to where those lines are going to be used - to a corporate hospitality tent, exhibition stand or press box, for instance - is a specialist service that Openreach engineers are experts in delivering.

The order process

An order for a new provision of a WLR3 Premium line also includes additional time, up to 2 hours’ worth of on-site work for the engineer to locate the termination point exactly where it is required before any additional charges are incurred. This compares with 1 hour on a WLR3 Basic or MPF line.

The WLR3 Premium line also offers a choice of termination types; Network Terminating Equipment (NTE) or a Network Terminating Point (NTTP) on a wide range of installation types (see published WLR Orchestration Matrix for details).

The inclusion of Smart Divert is not automatic on all existing premium installations. Where the feature is already active on a PSTN premium line the feature will remain itemised on the CP bill, however it will be zero charged from 22 September 14 . The feature remains chargeable when supplied in conjunction with a Basic line.

A new Premium Smart Divert billing description will be introduced in November 2014 (R2700).

Where the CP wants to add Smart Divert to a WLR3 Premium line, either a modify order (if adding to an existing installation) will need to be placed, or it can be requested as part of the provide order for new supply. On completion of the Premium order the feature will be itemised on the CP bill with both the connection and the rental charges set to zero.

If this feature exists and the line migrates to another line type where the feature is not in tariff but is reordered, then both the connection charge and line rental will be applicable from the new start date.

The SMC will also offer a dedicated Business Helpdesk on WLR3 Premium lines – Open Monday to Saturday 8am – 6pm. This will include a dedicated team, based in the UK, to handle both provision and repair complex queries on a case by case basis. This service will also be available as a chargeable option on other products as per the table in section 2 of this document.

Named Engineer is launched and is available (except in Highlands and Islands) at a reduced charge when ordered as part of WLR Premium provide. The service will also be available on other line types at the full published charge as per the Named Engineer price list. In order to consume the Named Engineer appointment services CPs need to be established on Service Based Solution (SBS) modules. The price is published on the price Service Products section of the Openreach price list

Providing the order has been placed correctly, the information from the applicable service order and the SBS order will be delivered to the Openreach Control team, who will identify the name of two engineers who are correctly skilled and available on CCD -2. The first engineer is the person we intend to send, while the second name is provided in case we have an on the day issue and we need to make a late engineering change. If the process has not been followed correctly or Openreach identifies a subsequent issue that means the named engineers can’t attend, the control will send an "incompliant email" advising the reason for incompliance and that Openreach will not be providing a named engineer – no additional charge will be applied in this instance where the feature is a chargeable option.
