This policy applies to both circuit rental and main link rental.
So for example if a CP was on a seven year term paying a total annual rental of £3,850, if they terminated their circuit after five years, they would pay:

The table above applies to OSA circuits with an 84 month minimum period for Orders placed following the operative date. It also applies to OSA circuits with the New 60 month minimum period, otherwise for existing circuits the provisions of the Connectivity Services Contract conditions apply.

Upgrades from OSA FSP3000 to OSA Filter Connect FSP3000
Subject to a standard OSA Filter Connect Site Visit charge (see below), Openreach will convert an existing OSA FSP3000 to OSA Filter Connect FSP3000.
This will re-use the existing installed FSP3000 equipment and map it to the customized Filter Connect options as listed above (minus the listed connection charges).
Additional OSA Filter Connect FSP3000 components can be purchased at the prices listed above and installed during the conversion visit.
Any components not covered by the pricing above will continue to be charged at prevailing rates (and be subject to the same term).
Minimum Term will be the longest of the term remaining on the existing OSA FSP3000 Service or that selected on the new OSA Filter Connect FSP3000 Service.

OSA FSP3000 Equipment Installation - Abortive Visit Charge is applicable when a CP has agreed to a booked installation appointment for an Openreach approved contractors to install and commision the OSA service. The charge is applicable if appointment is cancelled within 48 hours of appointment date for any reason, no access is gained or if on the date of installation the site is not ready due to cabinet, rack or any power issues. Charges will be levied by an adjustment to the connection charge.

Optical Assist Terms
The relevant terms and conditions for those services are those set out in the Connectivity Services Contract (CSC) and Project Services Agreement (PSC) and the following amends those terms.
Optical Assist is only available on a maximum of 5 bearer circuits in the entire customer estate.
Spread CSC connection charge
The CSC requires you to pay an initial connection charge in a single payment for the service.
Optical assist allows you to pay the connection charge over the first 12 months in equal monthly instalments. This is the case irrespective of whether the circuit(s) are for a 1, 3 or 5 year minimum period.
Spread Project Services charge
Under the PSA, Project Services are invoiced as a single payment.

2) All Orders taken for the provision of Optical Spectrum Access are subject to feasibility checks to ensure that service can be technically provided. BT reserves the right to charge Excess Construction Charges where necessary, including situations where suitable fibre from the local serving exchange does not exist or is deficient.
3) A fixed charge is made for each Bearer and associated wavelengths. An additional Main Link charge is made for each circuit, calculated on the radial distance between the local serving exchanges. Main Link charges do not apply for circuits within the same local serving exchange area.
4) Rental is payable in advance. Quarterly billing of this item is offered as standard. Monthly billing is also available upon request. A 28 day cut off period is applicable prior to the end of the standard quarterly billing cycle.
5) All days will be calculated as Working Days, i.e. ignoring weekends and public or bank holidays in the Territory. The cancellation date must be given in writing by the Communications Provider. If BT fails to meet the Contractual Delivery Date and the Communications Provider cancels the order, a charge will not be raised. The full cost of any additional work, e.g. duct, which has been specifically incurred for the order by the time of the cancellation, will be recovered in addition to the cancellation charge. Should a Communications Provider request amendments to the Contractual Delivery Date and subsequently cancels the order, the cancellation charge will be calculated on the days between the dates that the Communications Provider notified BT of the first amendment and the original Contractual Delivery Date.

7) Excess Construction Charges will be raised in addition to normal connection charges where additional infrastructure is provided to give new or extended service at a remote Site or other requested location where BT would otherwise not choose to extend its network on the basis of normal commercial criteria. Excess Construction Charges apply to situations of extended reach, including provision to a new location, but do not apply to situations where existing capacity needs to be increased. There is no ‘within tariff’ allowance - the full value of any applicable charge is payable. 8) Service Product charges will be applied in addition to standard connection charges, if applicable.
9) In briefing ETH 0046: Available 24/10/12 – 31.12.12, a new price point for OSA was notified of 8% rental reduction for CP’s registering by 31.12.12 and subsequently achieving 20 bearers within 24 months. Note: The registration period for this offer has now passed, and is not being extended.

11) The price applicable to Connection will be that price quoted as part of the Order process which will be that applicable at the date of Order placement. When prices change the new prices will only apply to new Orders received subsequent to the date that a price change applies from.
12) OSA orders placed for the purpose of connecting Fibre to the Premise (FTTP) aggregation nodes connecting multiple houses or business premises will be subject to a supplementary rental charge, which will apply in addition to the standard product rental charges. The Communications Provider is required to self-certify orders for this use case by including "FTTP aggregation" in the Customer Requirements Form (CRF) Additional Information sheet notes field when the order is placed. Openreach will periodically audit details on circuits and will seek clarification of the use case of circuits as necessary. Where it is confirmed that circuits are being used for FTTP aggregation but were not self-certified at order entry, the supplementary charge will be applied from the point of confirmation, and the Communications Provider will be retrospectively charged the supplementary rental back to the date of provision, for orders placed from 01/01/2021.

The following pricing rules apply to the discount scheme prices documented above in the OSS section of the Openreach Price List :
Where reference is made to “circuits” this means “bearers”.
1. The CP may request, and Openreach may agree, to a particular number of circuits with a maximum 24 month period order and delivery plan and the discount prices for that number from day 1 for correctly placed orders (which do not subsequently suffer from CP delays). Details of such discount prices and committed number of circuits are shown in the tables above.
2. For paragraph 1 above to apply, the CP and Openreach will need to agree an order and delivery plan with quarterly milestones. If the CP misses a milestone, the discounted prices revert back to standard pricing for all circuits subject to paragraph 4 below, from the date the milestone is missed until they have caught up with the order and delivery plan. The CP will receive the agreed discount from the date of meeting the milestone.
3. Once the CP hits the next discount threshold for bearers, they will automatically receive the higher discount rate for all future incremental circuits (bearers and wavelengths) at that threshold from that date going forward. For example, once the CP hits 100, they will receive the 100+ discount for all incremental circuits from 100 up to 199 circuits (i.e. circuits 1-99 do not receive the 100+ rate).
Note: this discount does not apply to the Adva visit charge
4. At the end of the order and delivery plan period, the CP will be given a grace period (30 calendar days) to place the required number of circuit orders if they have not done so. If they then achieve it, they will receive the agreed discount going forward from that date.
5. If at the end of the grace period the CP has not placed the required number of circuit orders they will revert to the appropriate lower discount threshold identified in the tables above for the incremental number of circuits ordered. If this occurs Openreach will be entitled to recover from the CP any connection or rental charge discount already provided to the CP for the higher discount threshold.
6. Once the CP has hit the agreed number of circuits they have committed to, they must maintain a minimum of 90% of that threshold for the duration of the discount Minimum Period. The CP can cancel existing circuits (with appropriate cancellation costs applicable) and order new circuits as long as they maintain the 90% threshold.
7. If the CP falls below the 90% threshold for the discount threshold committed to, or the CP falls below a discount threshold where it has not committed to an order and delivery plan, then the CP’s discount will fall back to the discount threshold immediately below or if on the lower tier pricing will revert to standard pricing.
8. FlexZone (or WECLA) circuits can count towards a CP’s commitment unless agreed otherwise with the CP as part of a separate agreement for circuits in FlexZone.
9. Openreach reserves the right to change the charges for some or all of the circuits as detailed in the Connectivity Services Contract.
10. The Connectivity Contract applies as amended for OSS non-FlexZone by these pricing rules which will apply.
11. For the 750 circuit discount price offering: A standard pricing letter will apply to the 750 circuit discount price offering which will contain (i) standardised CP order commitment details and (ii) a CP commitment to circuits taken into service.
12. For EAD 10mbit, 100Mbit and 1Gbit services, early termination charges will be waived on circuits upgrading to Optical Spectrum services on a one-for-one basis, provided that an equivalent or greater term commitment is made on the new Optical service.

If a Communications Provider ceases a Street Access 1Gbps circuit with a 60 month Minimum Period within year 2 then the CP will pay a termination charge which shall be the 90% of the annual standard rental charge. 12) Once a Communications Provider has committed to procure a Street Access 1 Gbps circuit with a 60 month Minimum Period via the placement of an Order then the rental and connection charges current at the time of that Order placement will apply for the duration of the Minimum Period for that Order unless there are legal or regulatory obligations which require Openreach to vary those charges.
13) The price applicable to Connection will be that price quoted as part of the Order process which will be that applicable at the date of Order placement. When prices change the new prices will only apply to new Orders received subsequent to the date that a price change applies from.
14) The Street Access 100Mb product variant is also available with a 60 month minimum period. This product variant includes an exemption of the first £2,800 of ECCs incurred, with no change to the connection charge. This variant can be ordered by placing a standard Street Access 100Mb order and contacting your Sales Relationship Manager to agree a 60 month minimum period. The exemption will be confirmed in correspondence with the CP and Openreach will adjust the ECCs payable by applying an ECC exemption on the first £2,800 of ECCs incurred.
15) Were a CP to procure a Street Access 100Mbps circuit with a 60 month minimum period commitment and then wish to cease supply within the minimum period, termination charges as will apply as detailed above. In addition to termination charges, any ECCs up to the exemption value of £2,800 would be payable to Openreach.
16) If a Communications Provider ceases a Street Access circuit with a 36 month Minimum Period within term the CP will pay a termination charge in line with the percentages in the "Termination Charges : 1Gb/s (36 month minimum period) - after delivery (Note 16)" section. The percentages refer to how much of that year's rental is payable in the event the circuit is ceased before that year's rental has been paid.
17) If a Communications Provider ceases a Street Access circuit with a 60 month Minimum Period within term the CP will pay a termination charge in line with the percentages in the "Termination Charges : 1Gb/s (60 month minimum period) - after delivery (Note 17)" section. The percentages refer to how much of that year's rental is payable in the event the circuit is ceased before that year's rental has been paid.
18) Street Access orders placed for the purpose of connecting Fibre to the Premise (FTTP) aggregation nodes connecting multiple houses or business premises will be subject to a supplementary rental charge, which will apply in addition to the standard product rental charges. The Communications Provider is required to self-certify orders for this use case by including "FTTP aggregation" in the EcoX Order Notes field when the order is placed. Openreach will periodically audit details on circuits and will seek clarification of the use case of circuits as necessary. Where it is confirmed that circuits are being used for FTTP aggregation but were not self-certified at order entry, the supplementary charge will be applied from the point of confirmation, and the Communications Provider will be retrospectively charged the supplementary rental back to the date of provision, for orders placed from 01/01/2021.

The connection charge exemption will be applicable to the first EAD order in areas where the network has been delivered following the Full Fibre Infrastructure Build (FFIB) network provision. This entitles a CP to an exemption on the connection charge of the first EAD order.

NOTES
1) These prices will be applied in accordance with the ‘Conditions’ section of the Connectivity Services Contract.
2) A Site is assumed to be served by suitable fibre from the local exchange. All Orders taken for the provision of Ethernet Access Direct are subject to feasibility checks to ensure that service can be technically provided. BT reserves the right to charge Excess Construction Charges where necessary including in situations where suitable fibre from the local serving exchange does not exist or is deficient.
3) Rental is payable in advance. Quarterly billing of this item is offered as standard. Monthly billing is also available upon request. A 28 day cut off period is applicable prior to the end of the standard quarterly billing cycle.
4) All days will be calculated as Working Days, i.e. ignoring weekends and public holidays. The cancellation date must be given in writing by the Communications Provider. If BT fails to meet the Contractual Delivery Date and the Communications Provider cancels the order, a charge will not be raised. The full cost of any additional work, e.g. duct, which has been specifically incurred for the order by the time of the cancellation, will be recovered in addition to the cancellation charge. Should a Communications Provider request amendments to the Contractual Delivery Date and subsequently cancel the order, the cancellation charge will be calculated on the days between the dates that the Communications Provider notified BT of the first amendment and the original Contractual Delivery Date.
5) All services include the care level set out in the Service Level Agreement within tariff.

23) EAD connection charges (excluding those for Resilient Option1 variants and Shifts) include an ECC Fixed Fee to fund an ECC exemption of £2,800 from 1 June 2014. The value of the ECC Fixed fee is as per the amount in the 'Excess Construction Charges - Fixed Fee Value' table. ECCs above the £2,800 exemption will be notified to customers during the order fulfilment process and billed (for example if the total bespoke ECC price is £3,000, after the £2,800 exemption an ECC charge of £200 will be raised). All Orders, regardless of the value of bespoke ECCs will have the ECC Fixed Fee applied to the order, to be billed within the total connection price (which will match the value shown here on the EAD price list). 24) The 84 month minimum period option is currently not available to order directly from Openreach systems. A manual process is used. Please refer to the EAD product documentation for further information.

The Phase Synchronisation activation fee is a single charge added to the Connection charge of the circuit when requested as part of the provision order (requested at order placement) or as a single discrete charge when activation is requested on an in-life circuit.
28) This is only available on orders that pass the eligibility criteria: must be an EAD 10Mbps or EAD 100Mbps live circuit, with a 1Gbps capable SFP. The majority of EAD 100s ordered after March 2017 meet this criteria. 30) For circuits ordered or modified on or before 21/02/2021 the actual serving exchange will be used for the Mainlink distance charge on circuit. For circuits ordered or modified on or after 22/02/2021 the postcode-to-exchange mappings in the LAD file will be used to identify the serving exchanges. The Mainlink distance will be calculated as the radial distance between those serving exchanges, regardless of how the circuit is routed by the planner.
31) Charge applies for all EAD products variants of the list bandwidth , including but not limited to Standard, Local Access, Extended Reach, RO1, RO2.
