Welcome to the WLR3 web pages. Openreach is looking to accommodate the demands of the 24/7 culture of the telecommunications market.

WLR3 represents the next development of the Wholesale Line Rental portfolio. This includes offering higher automation levels for orders and access to a whole new range of facilities called 'dialogue services' to allow all Communications Providers to run pre-order enquiries before order placement.

WLR Analogue

WLR3 analogue allows communications providers (CPs) to offer end users their own-branded telephony services using the Openreach network. While CPs own the relationship with their End Users and set the price of line rental and calls, Openreach remains responsible for maintaining and repairing the networking infrastructure required to deliver telephony services.

Product establishment

Openreach has developed a WLR3 Product Establishment (PE) process that allows CPs and Third Party Integrators to familiarise themselves with and meet the required standards for the new systems and processes associated with WLR3.

EMP (Equivalence Management Platform) is the Openreach strategic platform providing a common interface for placing orders and fault reports for all Openreach products

Network Utilisation Data

While copper (WLR and MPF) is still the most popular access technology in the UK, there are particular areas around the country where take up is relatively low. We have used a number of sources including externally published information and data from our own systems to identify these areas and have created files to provide CPs with geographic and local exchange information to target promotional activity.
