Broadband Enabling Technology

The purpose of this communication is to provide an overview of technology that Openreach has been testing, which could enable broadband on long lines as well as inviting CPs to provide feedback in terms of potential demand for such a product and possible price.
Current broadband coverage of the UK is around 99%, which leaves some households with no access to a broadband service. In some cases excessive line length is a factor and where the underlying line loss is over 80 decibels (db) broadband, generally, will not work. It is estimated that there are 160,000 lines that fall into this category. Below but near to 80dbs broadband service can be provided, but performance is often unstable with lines speed below 250Kb/s.
Broadband enabling technology uses proven technology that can be deployed to enable or improve broadband service where line length is an inhibiting factor. The line speed achievable could be up to a maximum of 1 Mb/s. The equipment requires an exchange enablement (to include a shelf and card) plus installation of a remote unit and an NTE, which requires a 240v power supply. All of these components would be installed by Openreach.
The price for the Openreach installation could be £1,000 - £3,000, which is in addition to the current SMPF connection fee and includes the items outlined above. However, this is still being analysed and is dependent on take–up. Please note that this price range does not represent an indicative price.
Our aim is that a number of conference calls will be set up in the next two weeks to provide CPs with additional information. These are targeted for the 16th, 17th and 18th February 2009. Details of the calls will be sent out in the next week.
Openreach may run a pilot, involving 150 end users in May 2009. CPs are requested to provide some early feedback on the proposal in terms of whether they would be interested in the product, likely demand and price. This information will enable additional analysis to be completed and help with finalising the pilot
plan.
This concept is in the very early stages of development and analysis. The feedback provided by CPs will be used by Openreach to analyse this proposal. This research exercise does not constitute a commitment by Openreach to develop the proposal into a formal product offering.
