Openreach has carried out an inventory of analogue basic WLR stopped lines which is being made available to all CPs
Introduction
Openreach has very recently carried out an inventory of all analogue basic WLR lines which are currently in a ‘stopped’ condition and is making the details of the location of these lines available to all CPs. This data was captured 4 weeks ago.
Details
The purpose of making these details available to CPs is to enable you to contact these locations to establish whether there are now occupants at these addresses who may wish to ‘start’ or re-activate the line(s) that are in situ. This offers you the opportunity to offer your communications services to the current occupants potentially without the associated additional costs of having to provide a brand new line or lines.
Wherever possible the data will provide the following information;
- Date of stop
- Flat number if applicable
- House Name/Number
- Street name
- Town
- Postcode
The total number of lines identified in the audit is currently at least 2 million. Openreach has undertaken all reasonable checks to ascertain that the lines are serviceable and are able to be ‘started’ with no additional engineering work required, however the need for further work may be necessary. This could also be chargeable work at the request of an end user, such as moving the NTE.
If the stopped line can be started as a WLR line then the start fee will be £3 per line*, and if the stopped line can be started as an LLU MPF line then the start fee will be £45.75 per line. Details of these charges can be found in the WLR and LLU pages of the Openreach Price List.
Notes*
- The time-scales for ‘starting’ both WLR and LLU MPF lines will be in accordance with Openreach’s standard processes.
- The WLR start fee rises to £3.09 per line with effect from 1st April 2010
Ordering
Details of these stopped lines are available on a CD-ROM and can be ordered by contacting Openreach at the following address by no later than 20th April 2010. Teresa.wright@openreach.co.uk CPs will need to confirm all the following information in their e-mail:
- CP name
- Contact name
- Contact e-mail address
- Job title
- Full billing postal address
- Contact telephone number
- Openreach account number
CPs that obtain the CD-ROM will be required to use the data in accordance with the legal, regulatory and Code of Practice requirements when making use of the postal addresses provided. This includes, but is not limited to, fulfilling the requirements of the Telephone and Postal Preference Service schemes.
Costs and Billing
This is being offered as a trial and the cost of these details is £500 Ex VAT per CD-ROM, details of which can be found on the Trial Price page of the Openreach web site here.
The charge of £500 is a “one off” charge for the CD_ROM and does not include any updates to the data.
Once you have ordered the CD_ROM, the amount of £500 (excluding VAT) will appear on your next Openreach bill along with a brief explanation of the charge.
Despatch
The information on the CD_ROM will be encrypted and password protected before being despatched to maintain security of the data. Your unique password will be confirmed via a separate mailing shortly after despatch of the CD_ROM.
