Top team

Steve Robertson, Chief Executive, has ultimate responsibility for delivering the products required by all the UK’s communications providers in a completely fair and equal way. Steve was previously Managing Director, BT Wholesale Operations, where he had responsibility for the overall performance and operation of BT’s communications network in the UK. He joined BT Wholesale from Colt Telecommunications in 2002. Before that, Steve held a number of positions with BT, including Director, Data Products.

Ray Leclercq, Chief Financial officer, joins Openreach after spending the last five years at Centrica plc building its telecoms division, Onetel.  He had a broad range of responsibilities during this period covering Finance, Customer Operations, Product Management, Business Development and responsibility for non-Onetel branded products, leading to his final position as Deputy Managing Director.  In December 2005 Onetel was sold to the Carphone Warehouse Group.

Before his time at Centrica, Ray worked for FirstMark Communications, a pan European broadband start-up. He also spent 5 years in a number of finance and non finance roles at One2One (now T-Mobile) until its sale to Deutsche Telecom.

Nigel Cheek, General Counsel, has invaluable experience in a number of areas key to the future of Openreach, plus an extensive knowledge of the product portfolio. He was previously General Manager, Market Operations Team with BT Wholesale’s Legal & Business Services. Nigel negotiated the Local Loop Unbundling Adjudication Scheme with Ofcom on behalf of BT and was also a member of the team that negotiated the Telecommunications Strategic Review with Ofcom.

Amy Chalfen, Director of Equivalence, Regulatory & Public Affairs has responsibility for ensuring that all of Openreach’s processes and policies -  from how service is delivered to how new systems and products are prioritised - are fair and equivalent for all communication providers. Amy leads Openreach's relationship with Ofcom and the Equality of Access Board. Prior to joining Openreach, Amy held the position of Commercial Director at Hutchison Whampoa company. Previously, Amy was responsible for running the European product and commercial development functions for COLT Telecom Group plc as Commercial Development Director, European Networks & Services.

Jane Hobbs, Director, Human Resources, was heavily involved in the establishment of Openreach and is now working to ensure that the transition to the new business is as smooth as possible. She was previously Director, People & Organisation, BT Wholesale, and has held a variety of other HR and sales roles with BT in the UK, Europe and Asia Pacific.

John Small, Managing Director, Service, is responsible for bringing together the Openreach service management centres and service provisioning units, customer satisfaction report/analysis, operational planning, business improvement and the management of customer projects. John was previously with BT Retail, where he played an important role in creating and driving the customer satisfaction agenda across BT.

Andrew Jones, Managing Director, Business Transformation, is responsible for all major transformational business improvement activity within Openreach with a focus on improving both customer service and business efficiency. Andrew also leads on network and technology strategy. He was previously responsible for all operations in the North of the UK. Prior to joining Openreach Andrew was Director Broadband in BTWholesale and has held a variety of positions in investment planning, service management, change management and systems within BT.

Karen Witts, Managing Director, Operations, has responsibility for improving service from a customer’s perspective, and balancing service and cost. Prior to Openreach, Karen was Chief Finance Officer of BT Wholesale, BT Group Controller and has held senior finance positions in BT's Worldwide division and in the UK based business. Karen previously held positions at European investment bank Paribas, Grand Met (now Diageo), Mars Electronics International, the Observer newspaper and Ernst and Whinney, chartered accountants.

Anne Heal, Managing Director, Sales, Products & Marketing, is uniquely qualified for this role. In her previous position as BT’s Director of Regulatory Affairs, Anne played a leading role in the complex and lengthy negotiations with Ofcom about the formation of Openreach. She also has a wealth of operational and hands on marketing experience within BT, stretching back more than 15 years

Colin Windsor, Chief Information Officer, has responsibility for developing the new systems required to support Openreach and enhance customer service. He was previously responsible for the implementation of Local Loop Unbundling and led the systems-related negotiations with Ofcom on the Telecommunications Strategic Review. Colin has 26 years of experience in delivering major customer-focused IT transformations for large corporates in industries as diverse as telecommunications, financial services, pharmaceuticals and retail.
