The creation of Openreach by the BT Group is the result of a ground-breaking approach adopted by Ofcom, BT and industry to stimulate competition and innovation within the UK. Our remit is to ensure that the UK telecommunications industry, including other parts of BT, has fair and equal access to our local access and backhaul networks.
Governing structure and principles
Part of this regulatory package which included signing up to more than 200 legally binding Undertakings was the creation of an Equality of Access Board. The Board is supported by an Equality of Access Office, which monitors the performance by Openreach of its obligations in the Undertakings. As part of these obligations our people must adhere to a strict Code of Practice.

The Code of Practice will ensure that all Openreach people adhere to the behaviours and support the spirit of the legally-binding Undertakings given to Ofcom by the BT Group.
